All measuring the speed sensor only - With pedal depressed the voltage climbed slowly
Yeah, Ok. Time to call it. I have a reputation of flogging these things from several different angles just to be sure the problem is correctly isolated. I hate for people to throw money at parts unnecessarily.
Right now I’d say this controller needs to be sent in for repair/replaced.
This has some crazy weird things going on in there.
Was this car stored outside? Is there a possibility/any evidence the controller got wet?
Do you have another controller to swap in?

Yes, stored outside under parking awning. I doubt it got very wet wet. It did run last summer. Batteries went bad and we let it set. I don’t have another controller. I’ll see what I can find out about the existing controller and get back to you. Thank you very much for all you’ve done so far. It’s been a great help. Later
Since I had a bad connection on #8 of that 16 pin connection, I decided to do a continuity test on the others, # 13 and # 15 did not have continuity btwn wire and prong. Can splice across. The controller is alumn cover with black top. No numbers are seeable from top or sides. Can’t find the data plate for the car either, but I guessing late 90’s and up. Do you think these two non-connections (13 & 15) are causing my problems?
Most likely not.
p13 is related to you buzzer. It can squee or not. It is not holding you back.
p15 looks liek a feed for your turf switch. It means your car will not go slow.
