According to my notes that would be a 14.76 gearbox.
Real good hill car. Not so much for speed.
With a tire height of 21, and a max rpm of 6k, that puts your speed about 25.
Just for the exercise, pushing tire size out to 23 (where things start rubbing) gets you almost up to theoretical 28mph.

The tire rolling diameter is based on the rolling radius which is distance from center of tire to ground. Gear box ratio difference of 12.0 to 14.76 ratio should produce 30.75 MPH barring difference mechanical efficiency. Whereas the eL HD with 7.0 HP motor is great for going up hills and hauling big loads, I live in hilly area but around my town is fairly flat. When increasing tire diameter to 23 inches is larger diameter wheel required?

Yup- I throw out the math just so people can begin to understand the relationship of what it actually takes to go faster. It sounds like you know.
I also cut off at 6k because that is the somewhat uncomfortable limit of what most people will push their motors. Sure, some go higher on occasion, but you are on your own. Your original post says (as your car stands now) you have done 27-28 which by math (guessing 21 in. tall tires) you are winging your 7.0 up around 7k rpm.
Also guessing your motor is grey?(probable GE?). I think the label on those says it’s rated for 4100rpm.
If you plan on doing this often, you should probably start sniffing around for a 12.44 gearbox.
Going bigger tires can get a little more speed and is usually what people target as a first mod anyway. You can go bigger tires on the same rim(depending on what your tire shop can get), then lower the air pressure a bit to get softer ride. Rolling resistance goes up and range may suffer a bit.
Again, It’s all about the master plan/vision of what you want this car to do.

Thanks for info. I do indeed have GE gray motor. I tried bigger tires without changing rims or using lifts years ago and rough riding.
