Need help in San Diego - 05 Gem lithium problems

I have hit the limit on my diagnostic capabilities and am hoping someone local can help me pinpoint my problem. The cart had sat for a bit and I noticed it wasn’t charging, that’s what started this journey.

I have a Samsung/JK BMS setup and I can’t get it to charge. I had the Delta Q rebuilt, replaced the BMS to the current model (wake up button included) and the battery has voltage. Charger still won’t kick in. I’ve traced voltage past the battery but can read any at the PDSM. I’ve tried messing with the interlock wire, and other ideas here on the forum, but no luck. It also has a duosida level 1 connection going to the Delta Q. I had to disassemble the connector to remove the charger. There’s a chance that’s the problem, but I don’t want to buy another part just as a stab in the dark. If anyone local can spare some time, please let me know.

What is the history on this car?
Can you show some pics of the battery install, BMS status page?

Why did you feel you needed to rebuild the charger?
Replace the BMS? (did you program it correctly?)

Battery has voltage? This tells me nothing. You need to be more specific.
