Tom welcome… your question is broad… the short answer came from Old Houseboater… start with CL or eBay…
my questions would start with how much are you wanting to spend…
how knowledgeable about GEM cars are you…
can you fix a GEM car (battery replacement… not rebuilding it or do you want it to be a turn key car…
how quickly do you want it
I’m sure we can find the right car for you…
I found a beauty for a guy in Ohio… he went on a couple wild goose chases before traveling to WI and found an '05 with 300 miles… took his batteries to test the car and stole it for less than $2000 but he had to work… a friend here in Denver found hers in AZ… $4000 I’m not sure if she saw it before she received it…

I troll CL from time to time and almost always find a GEM or two for sale within an hours drive. If buying it used, ASSUME the batteries are no good and will need replaced and allow $1200 for good set of batteries. Any obvious damage also reduces the price. I’d probably pay no more than $3500 to $4000 for a used one and that would have to be in very good shape unless it had brand new non-marine batteries. Less than perfect condition probably closer to $2000-$2500.
There typically isn’t much buyer interest so the seller is usually pretty motivated unless they’re just being stubborn or have it set at a reasonable price to begin with.
Given the typically low mile accumulation on these in cold weather states, I’d tend to purchase one 5 or 6 years old UNLESS it has been used commercially in which case it may have been abused.
