Battery display always indicates empty (one bar)

Hi everyone,
I have a 2009 GEM el xd and the battery display is now always indicating it’s empty showing only 1 red bar out of 10. The charger is still working and I’ve verified that the batteries are fully charged using a voltmeter and I was able to drive it around for hours without it dying. What could be causing this issue where the dash display is failing to read the charge on the batteries? Is there a connection that needs to be cleaned?

Turn the key on.
Push and release the TRIP/ODOMETER switch until it’s showing the
odometer.
While holding the switch down, turn the RIGHT signal on, then the LEFT
signal, then return the blinker to the center.
Release the TRIP/ODOMETER switch. You should be seeing data (P0105) on
the display now.
Turn the RIGHT signal on, then off repeatedly until the display reads:
SOC (State Of Charge).
Push and release the TRIP/ODOMETER switch. Now it’s remaining capacity in
percent.
You can now raise (or lower, for that matter) the SOC with the blinker
switch.
When you’re happy, Push and release the TRIP/ODOMETER switch. The display
reads: DONE.
Turn the key off.

This ok, I found that the batteries are charging to100%. But my question is way is it that I’m losing batteery charge after 2 miles. It goes to one red bar and turtle sign comes on but I can still drive at about 20-25 mph. It drops to 25-30% battery charge.

Hi there! Do you have instructions like these for a 2017 Gem? I swapped my charger and batteries out, all is OK but SOC on dash depletes but never increases, obviously because i changed the charger.
