Ok, to complete the open items here:
The pedal assembly had 2 or 3 cold solder joints that i got sorted out and put back together. It is acting as a hall sensor as opposed to the original resistive type.
The other issue was the main 23 pin connector pin on pin 9. Once I got the prongs on the pin reseated, things fired right up.
