2009 eL problem

We have a 2009 GEM eL with an electrical problem not covered in the service manual. It constantly shows that the vehicle is plugged, even when it’s not. Of course, the vehicle is inoperable when plugged in. It shows no error code. The service manual says to check for loose wiring but I have found none. It also says to check for a connection between one of the motor controller pins and a ground. There is no connection. Has anyone else run into this and found a solution? I don’t want to haul this vehicle 250 miles to a service shop.

Delta-Q piece of junk battery charger. Either the charge interlock relay is stuck or the logic circuit is damaged. Just to be sure, jump the interlock wires and see if it runs.
