2001 Gem E825 no power to BDI , lights dont work. It buzzes when break is released. Checked fuses, controller, DC DC converter, relay, interlock. I did check voltage to main contactor and it read only 36 volts.

Yeah, you might want to do a reading right off your battery pack in total, check each battery, or check what you are actually probing up front. You should have ~72v.
Or check your meter?
