Another Rookie Move: Tale of restoring 2 Hurricane Ian damaged Gems

In 2022 I purchased two 2022 Gems E4 and E6 at auction to restore after Hurricane Ian. Aside from needing motors rebuilt, the steel soda blasted and powdered coated and new electrical terminals both Gems restored as you might expect. California title: no problem. However, the E6 could never reach 25 mph. The E4 easily would do this, why not the E6? No display errors. I couldn’t sell the cart in good conscious because it would not reach 25 mph. In desperation I ended up swapping everything over from the E4 to the E6 (wiring harness, controller, motor, battery pack, vcm, etc.) and still 21 mph. I reached out to legendary sources on the forum Gabe and Grant without resolution. I decided that I would add more power, so I put together a Lithium Pack. Still 21 mph. I bought another Polaris DW diagnostic tool and with Leo’s help with authorization Keys from Brazil, I reprogrammed the vcm, motor controller, display yesterday. Still 21 mph.
Any guesses? So, I was driving my personal Gem at 25 mph yesterday and it just seemed slower. Then I remembered that I did not complete Grant’s suggestion of GPS speedometer check. Sure enough it was 35 mph.
It appears that the E6 had a custom gearbox installed at the Naples Gem Cars dealer. The cart only had 300 miiles when Ian struck. Of course it won’t do more than 21 mph on the dash display. I’m going to get a cheap Carplay display mounted on dash and use the GPS speedometer on my phone for true mph. It will also display BMS status of my batteries.
Advise: First check GPS Speed.
