~72 volts on frame

Aloha,
New to the GEM Cars and working through rebuilding a 02’ e825 that was given to me.
I have been working on getting it going and after reading a bunch of the forums found out that the dc to dc converter on this car has a recall notice on it…… working through the process of getting Polaris to get the parts and fix or give them to me to fix.
The dc to dc did exactly what the recall notice said the issue could be ( catch fire), and luckily the 10A fuse blew before it did any real damage.
In doing some testing I notice that I have anywhere from 76v all the way up to battery pack voltage on my frame when testing from battery pack - to the frame.
After I found this out, I disconnected the battery positive from the main fuse and checked the frame for voltage and came up with 36v…ish and slowly dropping like the capacitors from the controller are bleeding down.
Does anyone know what would be causing this?

Seems normal when using a high impedance meter. Put a 10k resistor across the probes.

Or test resistance from battery leads to frame with battery disconnected.

So this is normal to have voltage on the frame from battery pack - to frame?

I may be phantom voltage. Just like when touching a finger to the probes.
Follow my instructions to see if its normal.
