2001 turn signal

When I first turn the key on the right dash indicator light comes on solid then after a few seconds it goes from lit to dim to off as if 12v is bleeding down. Only on the right side. Both front and rear signal lights work properly. After the initial indicator light goes out everything works as it should. Running lights and brake lights work as they should.
