It is my belief that a t3 pre-charges via p17 through coil of “L”.
Byron tells me that “L” may get B+ from key circuit. In that case, I’m confused as to how precharge occurs.
It may be the delay, waiting for start switch, that gives time to precharge.
Be sure, the start switch is not active (low), before p1 goes high (key). Although that has it’s own fault code.
Ps,
Try connecting an “always on” B+ source to coil. Measure controller B+ terminal. It should rise to near 72v, showing capacitors charging.
Test capacitor circuit for shorts circuits. Connecting B+ to controller B+ through external resistor should show voltage rising on B+.
Use coil of a spare main contactor, low value resistor (100s ohm), or large 120v bulb, to limit current.
