Have a gem e2 2005. All electrical on dash/ steering column not working somewhat intermittently, horn, lights, blinkers wipers etc. they stopped for a while then worked again and now not working, car runs fine. Did recently install new batteries. HELP.

This Sounds like the DC to DC converter crapping out.
Gem’s have a 72 volt drive system.
But brake lights and horn and lights Ect are all 12v the DC to DC converter takes 72 volts and converts it to 12v. If you have the old style circuit board one, they blow out all the time. Check with a dealer for a Shure Power 72v DC/DC converter
