Gem 2008 e4 not moving

Hello, I have a 2008 gem E4 that I can’t figure out. New batteries and rebuilt motor. But the cart won’t move. When I turn the key the solenoid clicks but when I push the Excelerator pedal it moves about an inch then it dies. It started a few days ago I could get it to move up and down the driveway about 3 miles an hour. so I parked it and had the motor rebuilt As time goes on it moves less and less. Now it doesn’t move at all. no error codes are showing.
