You only really need to remove one half of the lower section.
The tricky part is getting at the last screw at the very bottom. It helps if you lift, then drop the lower dash panel (or even better if it is fully removed). To do this, you need to remove the upper dash panel. It is a reverse cascade repair.
With all of this removed, it is a very good time to blow out all the dust that has been gathering up inside there. Inspect your wiring and various connections. Tidy up anything that looks suspect.
Yes, look for anything which looks like it’s moving and rubbing on something and look for ways to stop the motion. Also look for broken zip-ties to replace.

Got the bottom half of column plastic off and got the new on-off switch in. Had to grind some plastic off to fit, but it works, thanks for your help!
