12v Issues and no go

Hi to All!
I have a 1999 Gem and have a couple issues. I noticed my lights, wipers, directionals and basically all options were not working. When I took it apart to look into it, it then wouldn’t do anything. I noticed if I removed the Black wire on the Solid State Timer/Relay I get all my options back but still no Click noise and no power. I jumped the white and gray wire from CIT Relay and it clicks and goes! So…what do you think my issue could be?

The charger interlock circuit maybe?

I believe the 12v circuit runs through the charger. When connected to a.c., the charger opens the circuit, inhibiting operation, by removing 12v.
