Interesting. A HALF BILLION DOLLARS. This is money sourced from the utility company rate payers. Utility users have little control over what they pay because they don’t have a choice of providers.
IMHO this puts a private company at a disadvantage because they have to remain competitive with other companies competing for the consumers business.
On the other side of the coin a utility company has the advantage of built in resources and can provide standardized packages at a lower per unit cost than a private company.
Will be interesting to see hqw it shakes out.

Interesting comments. In practice the utility companies would be “missing out the middleman”, i.e. themselves, so they could in theory dominate the market?
