# Replace front shocks

Just replaced the front shocks on a 2005 E2.
Manuel says leave them loose till off jacks the tighten to 60#.
My question is…if I tighten to 60# the shocks will bind in the mounts and not move. Are shocks supposed to be able to move freely on the mounting bolt?
