I had have not use the gem cart for sometime because of bad battery’s, but recently replaced with used good ones but the solenoid will not pull in and the error code -04 does not go away even by jumping it out, any help would be greatly appreciated.

Moved to public.  
Parking brake needs to pull p13 of controller to B- (low).  
Check switch.
